Framework agreement 2024-2028 with Ministry of Foreign and European Affairs, Defence, Development Cooperation and Foreign Trade

Thematic basis and key elements

The framework agreement 2024-2028 will contribute to the development of poor people in rural areas in Burkina Faso and Senegal. It is a funding instrument concluded on the basis of a consistent approach which allows a concentration of resources for maximum impact on the ground.

Key elements can be summarised as follows:

  • Duration: 5 years
  • Budget: 8 636 750 €
  • Financing: 80% MAEE; 20% CPS and beneficiaries
  • Sectors: Agriculture, education, water and sanitation
  • Projects: 4 in Burkina Faso, 2 in Senegal
  • Direct and indirect beneficiaries: 70 000 people

Context

In the course of the elaboration of the framework agreement, the following problems were identified:

  • Small-scale farmers facing numerous organisational, technical, environmental, social and commercial challenges
  • Difficult access to quality education
  • Difficult access to water and sanitation
  • Lack of electricity – vital for sustainable development

Development Objective

Training, equipment, infrastructure, renewable energies

  • Formal basic education and access to vocational training are promoted through :

School infrastructure and equipment, inclusion of orphans and vulnerable children

  • Water and sanitation infrastructure has been increased by means of:

Water supplies, latrines, hygiene awareness training

In Senegal

Humanitarian action

The continuing tense security situation in Burkina Faso has pushed the number of internal refugees to over 2,000,000. Our Foundation has joined the ranks of those providing humanitarian aid in this difficult situation. Thanks to € 200,000 in financial support from the Luxembourg MAEE, we launched a new project in cooperation with our experienced partner OCADES in Dédougou in January 2024. The project will run for 12 months and includes both an emergency food and nutritional aid component and a sustainable capacity-building component to produce food.

Our work is embedded in the context of international development cooperation. It is aligned with the United Nations’ Sustainable Development Goals, the general strategy of Luxembourg’s development cooperation and the national development strategies of Burkina Faso and Senegal.

Implementation principles

  • Participatory approach integrating the local population, representatives of the municipality and the State technical departments
  • Strengthening the capacities of local actors
  • Focus on environment and climate change

Monitoring & Evaluation and financial control

The achievement of project results is measured continuously by our partners and, at mid-term and at the end, by external evaluators. Our permanent representative on site and our project managers in Luxembourg carry out regular supervision missions. Videoconferences ensure frequent contact between Luxembourg and the field. Annual financial audits will be carried out by approved firms in Burkina Faso, Senegal and Luxembourg.

Transfer of infrastructure

  • Infrastructure which is being developed will be officially transferred to the Government, to municipalities and cooperatives who formally commit to ensure operation and maintenance.
