Framework agreement 2019-2023 with Ministry of Foreign and European Affairs
Thematic basis and key elements
The framework agreement 2019-2023 will contribute to the development of poor people in rural areas. It is a funding instrument concluded on the basis of a consistent approach which allows a concentration of resources for maximum impact on the ground.
Key elements can be summarised as follows:

- Cofinancing by the Ministry of Foreign and European Affairs: 80%

- Beneficiaries: about 125 000 people
Alinement
- The framework agreement is in line with Luxembourg’s general development cooperation strategy and contributes to the achievement of the Sustainable Development Goals of the United Nations
- The projects will also contribute to the achievement of several strategic objectives of the Plan National de Développement Economique et Social du Burkina Faso.
Context
In the course of the elaboration of the framework agreement, the following problems were identified:
- Low agricultural incomes
- Difficult access to quality education
- Difficult access to water and sanitation
- Low capacity of local institutions

- Participatory approach integrating the local population, representatives of the municipality and the State technical departments
- Strengthening the capacities of local actors
- Focus on environment and climate change
Development Objective
- Long-term improvement of living conditions of beneficiary households has been achieved
Expected Outcomes
- Local governance has improved through :
Training, equipment
- Agro-sylvo-pastoral productivity as well as processing and marketing of agricultural products in selected value chains has improved through :
Training in sustainable agriculture, storage and processing facilities, agricultural equipment and wells, adaptation to climate change, renewable engergies
- Access to quality education as well as to water an sanitation have improved through:
School infrastructure and equipment, literacy training, vocational training, inclusion of orphans and vulnerable children, water supplies, latrines, hygiene awareness
Monitoring & Evaluation and financial control
- Results oriented project management. Achievement of results is constantly measured through indicators. Our permanent representative in Burkina Faso and our project managers do regular supervision missions.
- Mid-term and final evaluations by external consultants.
- Annual financial audits in Burkina Faso and in Luxembourg by statutory auditors.
Transfer of infrastructure
- Infrastructure which is being developed will be officially transferred to the Government, to municipalities and cooperatives who formally commit to ensure operation and maintenance.
